Does this 1528 Painting Look Like a City on Fire or Something Different

I was in Vienna back in January 2020 before the COVID madness, and saw the original of this image hanging on a wall, I found the same rendition online. The painting is Lot with his daughters from 1528. Question, do you think this is a city on fire as the historians claim or something different like plasma pyres?
