From Finland it was easy to travel to Soviet Union . About 300 000 Finnish tourists travelled every year there, mainly to Moscow, Leningrad and Yalta. So very likely Bubba made his visa application in Finland.I believe Oswald did the same. I'm more interested how he financed his travels.
Some people say that Oswald's visa application went through suspiciously fast, but I don't have more specific information about that. I believe that Reinhard Gehlen's wartime spy network was still operational in the Soviet Union and Finland, and helped Oswald for behalf of the CIA.
